The 180k price tag seems to be for the outfitting of the school district and not just one school.

They say that Kansas City spent 150k and that’s presumably one of the largest in the state.

A key thing there is that the bunker dwellers were at least eugenicists if not outright Nazi analogues and they were deliberately killing everyone outside as untermensch, it wasn’t just a callous side effect of their facility.
